This is an interesting read on how officers in the Libyan Coast Guards were trained by the Italians to intercept and rescue migrant boats near the Libyan coast before reaching international waters. Normally, if European forces intercept migrants, then they should be taken to Italy. But if Libyans pick them up from their water, then they can be taken  to Libya instead.
